A Fort for the Ministry of Defence?

I had been wondering for years why did the Ministry of Defence never move to Putrajaya together with other Ministries. And secondly, I always wonder why is there as if a bridge in front of the Palace of Justice never got completed. Just now I probably made the obvious connection, through lengthy observation, of course. The bridge in front of the Palace of Justice is probably not a bridge at all. It appear to be a building. A big building. Because the roof has been completed, but not the walls.  My friend who work in one of the government buildings just next to the Palace of Justice told me that 
each and every day, many lorries and construction vehicles came in and out the 'bridge', but it was 
built at such a slow pace. It struck me that this got to be the new building for the MINDEF. Simply because, the fact that they build the roof first and the waves of construction vehicles coming in and out without it seem to be built. I am sure they are somewhat building the basement - a big basement. A bunker maybe. For me, it sure going to be a super-sophisticated building. I reckon it will function more than just a  Ministrial building. It would likely to funtion like the Pentagon with computerized top notch safety system and communications. Well, time will determine whether I'm right. And I hope it would be soon.
